If you are hired for a temporary job in a UN agency .....?

If you are hired for a temporary job in a UN agency and that the result is not satisfactory, will you be restricted from future opportunities even in other UN agencies? Let's assume that you acquire more skills over the years (through additional trainings or whatever...) would you be reconsidered futurely if you apply or not?
